Bengaluru, popularly known as the Garden City and the Silicon City of India, has long been a hub for businesses, education, innovation, and cultural growth. With its rich legacy in art, science, and technology, the city has consistently attracted people from across the country and the world. As the population grew beyond one crore and urban mobility increased rapidly, managing the rising vehicular traffic on Bengaluru’s roads became a significant challenge.
In response to this growing need, the BCP Traffic Warden Organisation (TWO) was established in 1985 with the primary objective of supporting road safety and traffic management in the city. Conceived as a collaborative initiative between the Police Department and socially committed citizens, the organisation aimed to encourage public participation in reducing traffic congestion and promoting disciplined road usage. The initiative was formally launched under a Government Order, marking the beginning of a unique citizen-led traffic support system.
For four decades, the BCP Traffic Warden Organisation has remained the country’s only voluntary service group dedicated exclusively to traffic management, awareness, and road safety. The organisation is driven by highly motivated volunteers from diverse professional backgrounds who serve society selflessly, without expecting monetary compensation. Their consistent efforts have played a crucial role in supporting the Bengaluru Traffic Police and enhancing road safety awareness across the city.
The organisation commenced its operations on 30th August 1985, guided by the visionary leadership of former DG & IGP of Karnataka, Dr. Ajay Kumar Singh, IPS, then DCP Traffic, and the first Chief Traffic Warden, Prof. C. E. Jesto. Since its inception, the organisation has been led by several distinguished Chief Traffic Wardens in succession: Commander M. A. Somanna, M. T. Naik (Retd. DCP), Dr. Mohanan Nambiar, Dr. Suresh Kumar, C. V. Muralidhara, and presently Shri Pandurang H. Rane, IPS (Retd.).
The headquarters of the BCP Traffic Warden Organisation is located at the Traffic Management Centre on Infantry Road, Bengaluru. The organisation’s operational jurisdiction covers the entire city, which is strategically divided into ten divisions: East, West, North, South, Northeast, Southeast, Central, Whitefield, Vijayanagar, and HSR. Each division is further organised into zones based on the distribution of traffic police stations, ensuring effective coordination and field-level management.
The functioning of the organisation is supported by a dedicated administrative team that facilitates planning, coordination, and execution of activities. The Chief Traffic Warden provides overall leadership, supported by the Additional Chief Traffic Warden, Joint Chief Traffic Warden, and Head of Administration. Each division is headed by a Deputy Chief Traffic Warden serving as Divisional In-charge, while zones within divisions are managed by Zonal In-charges holding the rank of Assistant Chief Traffic Warden. Traffic Wardens within each zone report to their respective Zonal In-charge, ensuring a structured and disciplined operational framework.
The organisational structure is further strengthened by the active guidance of the Police Department. The Commissioner of Police serves as the Chief Patron of the organisation, while the Chief Traffic Warden functions within the broader policing framework and reports to the Joint Commissioner of Police, receiving instructions and direction in accordance with established protocols.

1992
With traffic volumes rising, BCPTWO expanded its volunteer strength by recruiting professionals from various fields – doctors, engineers, teachers, IT professionals, and businesspeople – creating a diverse civic force.
2000
The organisation began conducting large-scale road safety and traffic awareness campaigns in schools, colleges, and corporates, strengthening its role as a bridge between the police and the public.
2007
BCPTWO volunteers played a key role in assisting the Bengaluru Traffic Police during large-scale public gatherings, festivals, and international events, further proving their effectiveness in handling city-wide traffic management.
2014
By this year, the BCPTWO had grown into a respected honorary force. Volunteers were increasingly involved in reporting violations, supporting defensive driving campaigns, and leveraging modern approaches to traffic awareness and citizen engagement.
